1929 Miller Indy Car Plans

A friend of mine found a Miller 91 childs ride in push car that was built back in the 40's or 50's. We believe the plans came from an issue of a magazine like Mechanix Illustrated, Popular Mechanix or similar publication.
Can anybody be of any help? Any plans for this project will work fine.
